Saudi Arabia has approved a national marine insurance pool designed to maintain coverage for cargo and vessels as geopolitical risks put greater pressure on maritime trade and insurance markets.

The Saudi Pool for Marine Insurance brings together government support and Saudi Arabia’s private insurance sector to provide additional capacity for marine risks. The initiative is supervised by the Insurance Authority, while Saudi Reinsurance Company (Saudi Re) is responsible for managing the pool and coordinating with participating insurers. Its stated objective is to help maintain the continuity of trade and supply chains during periods of elevated risk.

The significance for logistics extends beyond insurance itself. The pool covers eligible Saudi-linked activities across waterways including the Red Sea and Arabian Gulf, with coverage including marine, land and air cargo, hull insurance, charterers’ liability and Protection and Indemnity (P&I) coverage. The Insurance Authority says the initiative is intended to strengthen the resilience of Saudi Arabia’s marine insurance market, ensure continued access to coverage during periods of elevated risk, and support the Kingdom’s position as a global logistics hub.

For international shippers, carriers and supply-chain operators, the development highlights a growing reality of modern logistics: geopolitical risk can affect a shipment long before cargo reaches a port. When insurance capacity becomes harder to secure, the consequences can extend to routing, operating costs and trade continuity. Saudi Arabia’s new mechanism is therefore not simply an insurance-sector measure; it is part of a broader effort to keep trade moving through a more volatile maritime environment.
